I am being blocked for Usage: "Image can't be generated due to Microsoft's code of conduct"

I have blurry family photos that I am trying to fix with Copilot. Before today, September 8, 2026, I successfully regenerated photos with improved quality. Today, a new version of Copilot was automatically installed on my computer, and now all my attempts to improve my family photos result in a blocked message.

I have artwork i wanted to get enchanted with stars, moons, glowing effects and I am too getting blocked for weeks now....50 plus photos.

As a follow-up to my initial email, all family photos that include children are flagged with the message, "Image can't be generated due to Microsoft's code of conduct." Most of my early family photos (1880-1920s) have the entire family in the photo, including teenagers and small children. Does this mean that I will no longer be able to fix any family photos with sons/daughters who are not 18+ with Copilot? If yes, then that becomes a huge blocker to using this product.
