Title: Azure DevOps organization inaccessible – enabled Entra Member is being treated as disabled Guest

We have suddenly lost access to one of our Azure DevOps organizations. My account is blocked.

No Microsoft Entra ID tenant changes or Azure DevOps organization/directory changes were knowingly made before this occurred.

The organization has also disappeared from the affected user's organization list at:

https://aex.dev.azure.com/me

Original organization owner / administrator

The normal account is an active Microsoft Entra Member and is enabled:

  • User type: Member

Account enabled: Yes

The Entra Object ID matches the User ID recorded in the failed Azure DevOps sign-in

However, attempting to access the Azure DevOps organization returns:

AADSTS500571: The guest user account is disabled.

The Entra sign-in log unexpectedly records:

Application: Azure DevOps

User type: Guest

Cross tenant access type: B2B collaboration

Sign-in error code: 500571

Failure reason: The guest user account is disabled

This conflicts with the actual Entra user object, which is an enabled Member.

The same issue occurs through both:

Browser authentication

Git Credential Manager / Visual Studio authentication

Request IDs, correlation IDs and full sign-in details are available privately for Microsoft support or engineering.

Troubleshooting already completed

We have:

Revoked all Entra sessions

Fully signed out of Azure DevOps

Cleared browser cache and cookies

Tested using a clean Incognito session

Tested the Azure DevOps organization URL directly

Confirmed the Entra user is enabled

Confirmed the user is a Member, not a Guest

Confirmed the Entra Object ID matches the User ID shown in the failed Azure DevOps sign-in

Confirmed the affected Azure DevOps organization no longer appears at aex.dev.azure.com/me

The affected account can still sign into Azure, Entra ID and other Microsoft services normally.

Azure DevOps Administrator recovery attempt

We created/enabled a separate administrative account in the same Entra tenant and assigned it the Azure DevOps Administrator Entra role in an attempt to use the documented orphaned-organization recovery process.

When that administrator accesses the affected Azure DevOps organization, authentication fails before Azure DevOps loads with:

AADSTS50020

The error states that the administrator account does not exist in the target tenant and must first be added as an external user.

Because authentication fails before Azure DevOps loads, we do not receive the documented Claim Ownership option.

Request and correlation IDs for this failure are also available privately.

Assistance required

Could the Azure DevOps engineering/support team please investigate the backend identity and tenant association for this organization?

In particular, could you confirm:

Which Microsoft Entra tenant the Azure DevOps organization is currently connected to.

Why an existing enabled Entra Member account is being evaluated as a disabled B2B Guest.

Why an Azure DevOps Administrator from our Entra tenant receives AADSTS50020 instead of reaching the documented Claim Ownership page.

Whether the Azure DevOps identity mapping or organization-to-Entra tenant association has become corrupted or disconnected.

How organization ownership/access can be restored without deleting or recreating the existing Azure DevOps identities.

The organization contains active repositories, pipelines and development work, so we want to avoid recreating the organization or removing/re-adding identities in a way that could affect permissions or historical associations.

    Hello @Andrew Fitzgerald,

    I see that the case was successfully resolved with the help of Microsoft Azure Support. I’m posting the resolution here so that other users experiencing the same issue can refer to the troubleshooting steps and resolution.

    Issue

    The user received the error “The account is blocked, please contact your administrator”, and the Azure DevOps organization xxx was no longer visible in the user's profile.

    Steps followed by Microsoft Support

    Verified the Microsoft Entra ID account Support initially checked whether the user account was disabled, blocked, or deleted in Microsoft Entra ID.

    Checked Azure DevOps organization access They investigated whether the user was still a member of the Azure DevOps organization and whether the required Azure DevOps access/licensing was available.

    Investigated the organization-to-tenant association Microsoft checked their backend systems to determine which Microsoft tenant the Azure DevOps organization was associated with.

    Identified a tenant connection issue Further investigation showed that the tenant hosting the AzureListings Azure DevOps organization had become disconnected, which was preventing access to the organization.

    1. Confirmed the correct tenant ID The customer confirmed that the correct Microsoft Entra tenant was: xxxxxx

    Reconnected the Azure DevOps organization Microsoft Support reconnected the AzureListings organization to the confirmed tenant.

    Verified access After the reconnection, Microsoft confirmed that the organization was accessible again and that the issue was resolved.

    Closed the support case Once access was restored and the resolution was confirmed, Microsoft proceeded with closing the support request.

    Resolution

    The issue was ultimately caused by the Azure DevOps organization's connection to its Microsoft Entra tenant becoming disconnected. Reconnecting the AzureListings organization to the correct tenant (xxxxx) restored access and resolved the issue.

    If you are experiencing the same symptoms, checking the organization's tenant association with Microsoft Support may be necessary, particularly if the Entra tenant itself is active but the Azure DevOps organization has disappeared from the user's profile.
