New Outlook and Outlook Mobile incorrectly display British Columbia meetings after November 2026

Description

British Columbia adopted permanent year-round daylight saving time in 2026 and no longer falls back one hour in November. After testing Outlook clients, I found inconsistent handling of Pacific/Vancouver meetings after Nov. 1, 2026.

Environment

  • Microsoft 365 mailbox
  • macOS 26.5.2
  • New Outlook for Mac
  • Legacy Outlook for Mac
  • Outlook Mobile
  • Outlook Web

Reproduction Steps

  1. Create a meeting in Outlook Web.
  2. Date: November 3, 2026.
  3. Time: 9:00 AM to 10:00 AM.
  4. Time Zone: Pacific Time (UTC-8).
  5. Save the meeting.

Observed Results

  • Outlook Web: Calendar grid shows 9:00 AM; details show 9:00-10:00 AM Pacific Time (UTC-8).
  • Legacy Outlook: Calendar grid shows 9:00 AM; details show 9:00-10:00 AM Pacific Time (UTC-8).
  • New Outlook: Calendar grid shows 10:00 AM; details show 9:00-10:00 AM Pacific Time (UTC-8).
  • Outlook Mobile: Calendar grid shows 10:00 AM; details show 10:00-11:00 AM PDT.

Expected Result All Outlook clients should display the same meeting time and use consistent timezone logic for British Columbia after the province's adoption of permanent year-round UTC-7 time.

    Thank you for documenting the behavior so clearly.

    One important distinction is that British Columbia will remain on UTC-7 after November 1, 2026, while the traditional Pacific Time zone changes to UTC-8. This means a meeting created specifically for 9:00 AM Pacific Time (UTC-8) would appear as 10:00 AM in British Columbia (UTC-7)
