Unable to create any Virtual Machine on new Azure Free Trial subscription – All VM sizes show "NotAvailableForSubscription

Hi everyone,

I recently created a new Azure Free Trial account and received the $200 free credit. My subscription is active, and I have Owner permissions on the subscription.

I'm trying to create a simple Ubuntu Server 24.04 LTS virtual machine for learning purposes, but I'm unable to select any VM size.

What I've observed:

  • Subscription status: Active
  • Free trial credit: $200 available
  • VM image: Ubuntu Server 24.04 LTS
  • Regions tested:
  • East US
  • East US 2
  • West US
    • Other regions ( Almost all)
    • Availability options tested:
      • No infrastructure redundancy required
        • Availability Zone

The issue is that every VM size I search for appears under "Size not available" and shows "NotAvailableForSubscription".

Examples tested:

  • Standard_B1s
  • Standard_B1ms
  • Standard_B2ats_v2
  • Standard_D2as_v5

All of them show as unavailable.

I have not created any VMs previously, and this is a fresh subscription.

Has anyone experienced this with a new free trial account? Is there a quota restriction, regional limitation, or additional activation step required before VM creation is allowed?

Any guidance would be appreciated.

    to find an Azure region that allows you to create Azure resources please navigate in the Azure Portal to https://portal.azure.com/#view/Microsoft_Azure_Policy/PolicyMenuBlade.MenuView/~/Assignments/%23view/Microsoft_Azure_Policy/PolicyMenuBlade/~/Assignments/undefined

    please check the following policy:

    User's image

    In the list you can verify which regions are allowed for deployments in your Azure Subscription:

    User's image

    In the "Parameter value" of "allowedLocations" are the available Azure regions listed for your resources.

    The VM SKU B series (for instance Standard_B1s and aka Bv1 series) is deprecated in a lot of Azure regions.

    The other 2 VM SKUs should be available (Standard_B2ats_v2 and Standard_D2as_v5)

    Same problem here. Haven't used Azure for a couple years and it used to work well. Now there is no machine size available in Canada or United State and I am forced to create them in Norway or Belgium, and i'm in North America.

    Based on the information provided, the error "NotAvailableForSubscription" indicates that the requested VM sizes are currently unavailable for your subscription. This is typically caused by subscription-level restrictions, offer-specific limitations, regional capacity constraints, or SKU availability restrictions, rather than a configuration issue.

    Since you are using a newly created Azure Free Trial subscription, please note that certain VM families and regions may have limited availability. As a result, some VM sizes can be restricted even when the subscription is active and free credits are available.

    To further validate the restriction, you can check the SKU availability and any associated limitations using the Azure CLI:

    az vm list-skus --resource-type virtualMachines --all --query "[?name=='Standard_B1s'].{
         Name: name,
         Locations: locations,
         Restrictions: restrictions
     }" --output json
    

    In the output, if you see ReasonCode: "NotAvailableForSubscription" then you won't be able to create VM in region

    In the output, if you see "ReasonCode": "NotAvailableForSubscription", it confirms that the VM size is restricted for your subscription.

    As a workaround, please try:

    • Deploying the VM in a different Azure region.
    • Testing alternative VM families such as Bsv2, Dsv5, or Esv5, which may be available for your subscription.
    • If the issue persists across multiple regions and VM families, consider upgrading the subscription to Pay-As-You-Go or opening a support request for subscription validation.

    Also note that the original B-series (Bv1) VM family is considered a previous-generation offering with limited capacity, and availability may be restricted for certain subscription types and regions.
