I go to hotmail.com and outlook comes up. I don't understand this sign-up.

It's normal for you to see hotmail.com redirecting to Outlook.com, because Hotmail was integrated into the Outlook email service by Microsoft several years ago. In other words, Hotmail and Outlook use the same login portal.
