Azure OpenAI: Deployment Failures Due to Unusual Activity Error

Problem description

I am experiencing repeated failures when attempting to create new model deployments in Azure OpenAI in the Sweden Central region. The error code received is 715-123420, with the message stating that the request has been detected as unusual activity for my account. This issue began after submitting several deployment requests in quick succession while migrating workloads to EU data residency.

Service: Azure OpenAI; Resource type: Azure AI Foundry; Region: Sweden Central.

What I've already tried

I created multiple Azure OpenAI resources in Sweden Central as part of the migration. On November 5th, I submitted several deployment requests in rapid succession. After the failures started, I retried deployments, but every attempt on the affected subscription resulted in the same error. I also performed capacity updates on existing deployments, which succeeded, indicating that the issue is specific to creating new deployments.

Current status

Currently, all new deployment attempts are failing with error 715-123420. I am seeking guidance on how to resolve this issue and whether the block on creating new deployments can be lifted for my subscription.
