Hi STEVE WILSON,
This behavior is normally controlled by the keyboard’s Fn Lock or function-key mode, rather than by PowerToys.
Look for a key with an Fn Lock or padlock symbol, often on Esc, and try pressing Fn + that key. Some keyboards use Fn + Esc, Fn + Caps Lock, or a dedicated F Lock key. After switching the mode, pressing the shared key by itself should mute the sound, while Fn + the key should send F3.
If the keyboard does not provide an Fn Lock shortcut, check the computer manufacturer’s utility or the BIOS/UEFI settings for an option such as Action Keys Mode, Hotkey Mode, or Function Key Behavior. The exact option depends on the computer or keyboard model.
PowerToys is not ideal for performing a true reversal in this case. It can remap F3 to Volume Mute, but the Fn key usually cannot be remapped because it is handled by the keyboard hardware or firmware. You can find more information in Microsoft’s PowerToys Keyboard Manager documentation.
Thank you so much for your understanding.
