Failed to store new bot. MsaAppId is already in use

I'm trying to create a new bot, however deployment fails with this error:

Then I went through all subscriptions and directories and run this:

Resources
| where type =~ "microsoft.botservice/botservices"
| where tostring(properties.msaAppId) == "app_id"
| project name, resourceGroup, subscriptionId, id

Without finding anything.

I remember having a bot created in the past, however it was deleted in the meantime (based on no findings)

This looks like a problem of Azure portal, any of you solved this without a paid support plan from Azure?
