Azure Artifact Signing Public Trust – Identity verification fails with "You need permission"

We are attempting to complete Public Trust Organization Identity Validation for Best Way Connection Group Ltd using Microsoft Azure Artifact Signing.

The Artifact Signing account has been successfully created in North Europe under an active Pay-As-You-Go Azure subscription.

Problem:

Microsoft sent an email titled "Action required: Complete your identity validation process".

However, when we open the verification link, Microsoft Verifiable Credentials displays:

"You need permission."

The error page shows a different Microsoft Entra tenant ID from the tenant associated with our Azure subscription and Artifact Signing resource.

Already verified:

  • Azure subscription is active and paid.

Artifact Signing resource exists.

Artifact Signing Identity Verifier role is assigned.

Organization identity validation remains In Progress.

The problem persists in a private browser session.

The requesting account is a Microsoft personal account represented as an external identity in Microsoft Entra.

Questions for Microsoft:

How can we complete identity verification when Microsoft Verifiable Credentials authenticates against a different tenant?

Does the verification process require an internal organizational Entra user rather than an external Microsoft personal account?

Can Microsoft correct the enrollment authorization or reissue the verification link for the existing validation request?

Is there a dedicated Artifact Signing identity validation support channel that does not require purchasing an additional Azure technical support plan?

We would appreciate guidance from the Microsoft Artifact Signing engineering or identity validation team.
