A catalog of AI models in Microsoft Foundry that you can discover, compare, and deploy using Azure’s built‑in tools for evaluation, fine‑tuning, and inference
Hi Madhu-1733 & thx for join me at Q&A platform,
looks more like a Marketplace entitlement issue than a model deployment or regional capacity problem. MarketplaceSubscriptionCannotBeCompleted means the deployment is failing while Azure tries to complete the Marketplace subscription required for Anthropic models.
One important detail: seeing Claude models in the catalog, even marked GA, doesn't mean ur Azure subscription is eligible to purchase and deploy them. And AllAllowed only confirms that Marketplace purchases aren't blocked by that particular policy. It doesn't guarantee that the Anthropic offer can actually be purchased.
I'd check whether the Anthropic Marketplace offer has been accepted for this subscription and whether the account performing the deployment has permission to purchase third-party Marketplace products. Also verify that Microsoft.MarketplaceOrdering, Microsoft.SaaS, and Microsoft.CognitiveServices are registered. The billing account's country matters too, bc Anthropic has its own geographic eligibility restrictions.
The allowlisting message for Sonnet 5.5 is particularly relevant. If Azure explicitly says the subscription needs to be allowlisted, I'd take that seriously rather than assuming it's just a generic provisioning error. It may require an internal eligibility review that u can't complete through the portal.
At this point, I'd open a Microsoft Foundry support case and ask them to check the Anthropic Marketplace purchase eligibility and any subscription-level allowlisting requirement. Include the subscription ID, billing country, model name, West US 3 region, full inner error, and deployment correlation ID.
I wouldn't keep recreating the Foundry resource or retrying different Claude models rn. If the Marketplace entitlement is blocked, those attempts will likely hit the same issue. Microsoft needs to identify which eligibility check is failing before u can move forward.
rgds,
Alex
