Problem description

I am attempting to deploy Anthropic Claude models in Azure AI Foundry, but the deployments consistently fail during provisioning.

The primary error is:

Error code: ResourceOperationFailure

Underlying error: MarketplaceSubscriptionCannotBeCompleted

For the Claude Sonnet 5.5 deployment, Azure also displays a message indicating that the Azure subscription may need to be allowlisted for the model.

This appears to be related to an Anthropic Marketplace subscription, entitlement, or subscription-level allowlisting issue rather than the model being unavailable.

Environment

  • Service: Azure AI Foundry / Azure AI Services
  • Region: West US 3
  • Resource type: Azure AI Services (AIServices)
  • Subscription offer: Microsoft Azure Plan
  • Subscription status: Enabled
  • Marketplace purchases: AllAllowed

Models affected

Using Azure CLI, I verified that Anthropic Claude models are available in the resource's model catalog.

The following relevant models are listed:

  • claude-opus-5-5 — Claude Opus 5.5 — Generally Available
  • claude-sonnet-5-5 — Claude Sonnet 5.5 — Generally Available
  • claude-haiku-5-5 — Claude Haiku 5.5

Therefore, the models are visible and available in the model catalog, but deployment provisioning fails.

What I have already verified

I have checked the following:

  1. The Azure subscription is active and enabled.
  2. The subscription is an Azure Plan.
  3. The Azure AI Foundry resource is located in West US 3.
  4. Marketplace purchases are enabled with the policy set to AllAllowed.
  5. The billing profile is active.
  6. The Anthropic Claude models are visible through the Azure CLI model catalog.
  7. The deployment still fails when attempting to provision the Claude models.

Error behavior

The deployment does not complete successfully and remains blocked by the Marketplace subscription error.

For example, attempting to deploy:

claude-sonnet-5-5

results in:

Hi Madhu-1733 & thx for join me at Q&A platform,

looks more like a Marketplace entitlement issue than a model deployment or regional capacity problem. MarketplaceSubscriptionCannotBeCompleted means the deployment is failing while Azure tries to complete the Marketplace subscription required for Anthropic models.

One important detail: seeing Claude models in the catalog, even marked GA, doesn't mean ur Azure subscription is eligible to purchase and deploy them. And AllAllowed only confirms that Marketplace purchases aren't blocked by that particular policy. It doesn't guarantee that the Anthropic offer can actually be purchased.

I'd check whether the Anthropic Marketplace offer has been accepted for this subscription and whether the account performing the deployment has permission to purchase third-party Marketplace products. Also verify that Microsoft.MarketplaceOrdering, Microsoft.SaaS, and Microsoft.CognitiveServices are registered. The billing account's country matters too, bc Anthropic has its own geographic eligibility restrictions.

The allowlisting message for Sonnet 5.5 is particularly relevant. If Azure explicitly says the subscription needs to be allowlisted, I'd take that seriously rather than assuming it's just a generic provisioning error. It may require an internal eligibility review that u can't complete through the portal.

At this point, I'd open a Microsoft Foundry support case and ask them to check the Anthropic Marketplace purchase eligibility and any subscription-level allowlisting requirement. Include the subscription ID, billing country, model name, West US 3 region, full inner error, and deployment correlation ID.

I wouldn't keep recreating the Foundry resource or retrying different Claude models rn. If the Marketplace entitlement is blocked, those attempts will likely hit the same issue. Microsoft needs to identify which eligibility check is failing before u can move forward.

    rgds,

    Alex

    Hello @Madhu-1733 ,

Welcome to Microsoft Q&A .Thank you for reaching out to us.

The reported behavior occurs because deploying a Claude model requires two connected operations: creating the model deployment in Foundry and completing the related Azure Marketplace subscription. In this case, the model is visible in the catalog, but the Marketplace transaction is not completing, which results in MarketplaceSubscriptionCannotBeCompleted followed by the general ResourceOperationFailure message.

Catalog visibility confirms that Claude Opus 5.5, Claude Sonnet 5.5, and Claude Haiku 5.5 are available for discovery. However, it does not confirm purchase eligibility for the related Marketplace offer. Claude models require a Marketplace subscription, a valid payment method, permission to subscribe to partner model offerings, and Contributor or Owner access on the resource group.

The allowlisting message shown for Claude Sonnet 5.5 is relevant, but it does not confirm allowlisting as the root cause. The same behavior can also result from billing eligibility, subscription type, billing country, Marketplace permissions, Private Marketplace settings, or offer-level availability.

To narrow down the cause, please complete the following checks:

    1. Confirming the deployment configuration
      • Verify the exact model and version.
      • Confirm whether Hosted on Azure or Hosted on Anthropic infrastructure was selected.
      • Confirm Global Standard or Data Zone Standard.
      • Verify that the model, hosting option, and deployment type are supported for the selected location.
    2. Confirming subscription and billing eligibility
      • Verify the subscription agreement and offer type.
      • Confirm that an active payment method supports partner Marketplace charges.
      • Confirm that the billing country is supported for the Anthropic offer.
      • Confirm that the subscription is not a free trial, student, CSP, credit-only, or unsupported sponsored subscription.
    3. Confirming permissions
      • Contributor or Owner access on the resource group
      • Permission to create model deployments
      • Permission to purchase or subscribe to Marketplace model offerings
      • Required Marketplace purchaser or billing role
    4. Reviewing Marketplace controls
      • Confirm that the Claude offer and plan are approved if Private Marketplace is enabled.
      • Review any existing Anthropic or Claude SaaS resource for Pending, Failed, Suspended, or Unsubscribed status.
      • Avoid deleting a failed SaaS record before the investigation is completed
    5. Verifying resource-provider registration Under Subscriptions > Resource providers, confirm that the required providers, including Microsoft.CognitiveServices, Microsoft.MarketplaceOrdering, and Microsoft.SaaS, are registered.
