Since Excel is also opening OneNote unexpectedly, this may be an app, sign-in, or iOS sharing issue rather than a problem with the workbook itself.
First, open the App Store and update Excel and the other Microsoft 365 apps, then check Settings > General > Software Update. Older iOS or Office versions can enter reduced-functionality mode and prevent editing or saving.
Next, create a blank workbook and try saving it. If that works, open the original file on a computer and convert it to the current .xlsx format.
Also confirm that Excel is signed in with the correct Microsoft account and that sufficient OneDrive and device storage is available.
If the issue continues, please confirm whether you are signed in with a personal Microsoft account or a work or school account, and share the exact error message you receive. Also, open the Files app and check whether the workbook’s storage location, such as OneDrive or iCloud Drive, is visible and accessible.
