Hi, I'm Rodrigo, and I will help you.
It is the User Account Control icon; it was probably activated by an application that wants to change system files/settings.
It blocks other interactions to take your attention. Select an option on the UAC notification to unblock the taskbar and other apps.

The flashing blue and yellow shield is a notification-area (system tray) icon on the taskbar, not part of the main taskbar buttons. It can be hidden so it no longer blocks interaction.

To hide or remove it from view in Windows 10/11:

    1. Select Start > Settings > Personalization > Taskbar.
    2. Expand System tray icons (or similar section depending on version).
    3. Under Other system tray icons, locate the app that shows the shield icon (for example, a security or update tool) and turn its toggle Off so it no longer appears on the taskbar.
    4. If needed, also adjust Taskbar behaviors to reduce distractions:
      • Turn off Show flashing on taskbar apps so icons no longer flash for attention.

If the shield is from a specific security or update program, closing or disabling that program’s notifications from within the app itself will also stop the flashing, but the supported Windows way to get your taskbar usable again is to hide that icon via the system tray settings above.
