Put your mouse pointer in the window and scroll the mouse wheel up or down while holding the CTRL key.

It's zoomed in. I haven't found anything to indicate this or buttons to click to change that so that can cause some serious annoyances. You can only modify it with the mouse wheel shortcut.

With the new message displayed, press the Ctrl and plus (+) keys to make the text bigger or Ctrl and minus (-) keys to make it smaller. For some reason, using the scroll wheel does not work on my Outlook.

    Hello,

    Do you mean this?

If so, you can use the pop out icon to turn the compose area into its own window, and then you can adjust the size by dragging edge/corner.

Or, you can go to the View tab > Layout > reading pane, and change it to the right for example, to make it smaller than the fill option, but this option wouldn't allow you to adjust to your own.
