URGENT: Azure Government GCC High tenant admin lockout - AADSTS53000 - Data Protection assistance needed

I am the authorized administrator of a Microsoft 365 GCC High / Azure Government environment.

We are experiencing a complete administrator lockout following security configuration changes.

Current conditions:

Azure Government portal authentication is blocked by Conditional Access, error AADSTS53000 (device compliance requirement).

Our Intune-managed Windows 11 workstation cannot be accessed using the administrator, standard user, or emergency administrator accounts.

Windows Hello authentication and PIN recovery are unsuccessful.

The workstation's BitLocker startup PIN works normally.

Microsoft Authenticator is operational, but access from another computer is rejected because the device is not registered or compliant.

No administrator currently has access to Intune to reverse the suspected credential-provider configuration.

Our CSP has declined to troubleshoot the GCC High environment.

Urgent additional concern:

An Azure Government Free Trial subscription has been disabled and Microsoft has notified us that its resources and data will be permanently deleted on December 6, 2026. We need to restore administrative access and upgrade that subscription before the deadline.

I have attempted Microsoft telephone support, but the available automated support routes redirect me to portals requiring the tenant access that is currently blocked.

Request:

Please have a Microsoft moderator arrange an urgent private escalation to the Azure Government / Microsoft Entra Data Protection or Tenant Recovery team.

I can provide tenant identifiers, subscription details, sign-in correlation IDs, administrator information, and proof of ownership through an official private support channel.

I am not requesting a password reset. I need assistance recovering administrative access to an existing tenant and preserving its Azure Government subscription.

I have exhausted Microsoft's published telephone and portal support routes. One telephone number gives a continuous busy signal; another redirects to a sign-in-dependent support portal that Conditional Access prevents us from using.

I am requesting direct attention from a human Microsoft moderator who can identify an unauthenticated escalation route to the Azure Government/GCC High Tenant Recovery or Data Protection team.

Please advise how to initiate ownership verification and obtain a support case number. Our Azure Government subscription has a permanent-deletion deadline of December 6, 2026.
