gpt-5-mini deployment blocked in a free-tier account

I recently created an Azure Free Trial subscription and added a valid debit/credit card.

I am trying to deploy GPT-5-mini through Azure AI Foundry using the Global Standard deployment option for personal learning and AI experimentation.

However, every deployment attempt fails with the following error:

Error Code: 715-123420

Error Message: "Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support."

I can access my Azure subscription and resources normally, but model deployment requests are being blocked. Is deployment blocked when an account is in free-tier ?

    Just keep in mind that repeatedly trying to hit deploy can flag your account further and extend the security cooldown period.
