Cannot complete Azure pay-as-you-go sign-up - account may be flagged by mistake

Hi, I'm trying to sign up for Azure pay-as-you-go from Vietnam with a personal Microsoft account.

• The free account page says "You're not eligible for an Azure free account".
• The pay-as-you-go sign-up ends with "We couldn't complete your sign-up" (no error code).
• Earlier, an Azure for Students attempt showed "You do not have access - our systems are detecting a problem with your account".

My card is a physical card that works for other international payments. I can't open a support ticket because I have no subscription yet. Could a Microsoft moderator please review my account? I can share the sessionId/correlationId privately.
