Azure Functions Flex Consumption – secure Storage using Service Endpoints without Private Endpoints

We are building a small Azure Functions Flex Consumption application in Sweden Central.

Our requirements are:

  • A /27 integration subnet delegated to Microsoft.App/environments.
  • Standard LRS Storage with default network action Deny.
  • Access restricted to the Function App integration subnet through Microsoft.Storage Service Endpoint.
  • Managed identity authentication.
  • No temporary public access from all networks.
  • Both AzureWebJobsStorage and the Flex deployment package container must work.

Microsoft’s Flex documentation says the integration subnet must not already use Service Endpoints when integration is created.

What is the officially supported deployment sequence for this configuration?

Specifically:

  1. Can Microsoft.Storage Service Endpoint be enabled on the delegated subnet after Flex VNet integration?
  2. How can the Function App be created when Storage is already network-restricted?
  3. Will both host storage and deployment package access work?
  4. Is there a Microsoft-supported ARM/Bicep example for this configuration?

We want to avoid Private Endpoints because their recurring cost is disproportionate to this small application.

Please confirm whether this architecture is fully supported, or recommend a documented, lower-cost alternative.
