hdrcalibrationtoolerrorcode

When pressing finish after calibrating a hdr profile using the windows hdr calibration tool I get a popup saying "Warning Success (0x80071770) The specified file could not be encrypted".
I know it creates an icc profile in C:\Users"Username"\AppData\Local\Packages\MicrosoftCorporationII.WindowsHDRCalibration_8wekyb3d8bbwe\LocalState
When I try to add the icc profile as a hdr profile in settings the whole settings app crashes.
I've tried researching about this but it seems nobody else has ever had this issue so I came here to hopefully get some help regarding this.

    Hello Eli Makrelli,

    Welcome to Microsoft Q&A forum.

This seems like an issue with encrypting as the error message said rather than with HDR itself. Before we proceed further, can you please run these commands in an elevated Command Prompt and let me know the output?

    • cipher /u /n
    • cipher "%LOCALAPPDATA%\Packages\MicrosoftCorporationII.WindowsHDRCalibration_8wekyb3d8bbwe\LocalState"
    • cipher "%LOCALAPPDATA%\Packages\MicrosoftCorporationII.WindowsHDRCalibration_8wekyb3d8bbwe\LocalState*.icc"

    I'm waiting for your reply.
