"Access denied by your organization"

I gat that error on a windows defender popup. At the same time I get this error on any browser : ERR_SSL_VERSION_OR_CIPHER_MISMATCH when accessing websites that you would normally block for children or at work (ie the national lottery, or the Tor download site), yet I am on my personal pc, at home, I am the administrator etc etc. A windows technician has logged on remotely tried everything and has made no headway (doing all reg edit adjustments, trying new login profiles etc). I have turned off protections also from my Internet provider. Microsoft says the only solution is to do a custom install again of Windows 11. This pc is less that 2 years old and all updates are on for all software. I do not want to go through the agony of re-installing all apps and passwords etc etc just for this windows defender problem. Does anyone else have any other ideas - windows is depressingly rubbish these days.

    Hello Ian King,

    I understand why you want to avoid reinstalling Windows, especially since the computer is otherwise working normally.

    Because the same websites fail in every browser and the affected sites appear to fall into specific categories, this is unlikely to be a problem with one browser. It suggests that a filtering or security component is intercepting the connection.

    Before reinstalling Windows, please check the following:

    1. Sign in at https://account.microsoft.com/family and verify whether your Microsoft account is part of a family group. If it is, check whether Filter inappropriate websites and searches or Only use allowed websites is enabled for your account.
    2. Open Settings > Accounts > Access work or school. If an old workplace or school account is connected to this personal PC, select it and review whether it should be disconnected. Do not disconnect an account you still need without first confirming what it manages.
    3. Temporarily uninstall, rather than merely disable, any third-party antivirus, parental-control, web-filtering, VPN, or internet-security software, then restart Windows and test again. Some filtering drivers remain active when protection is only switched off.
    4. Test the PC through a different network, such as a mobile hotspot. If the sites work there, the restriction is probably coming from the router, DNS service, or Internet provider rather than Windows.
    5. Perform a clean boot to check whether a non-Microsoft background service is applying the filtering.

    Please do not make further registry changes unless Microsoft Support provides the exact documented steps. If the issue remains even during a clean boot and on a different network, contact Microsoft Support again and ask them to investigate whether the device still has a management policy or web-filtering component applied. Provide screenshots of both errors and mention that the problem affects all browsers.

    A Windows reinstall should be treated as the last option after these checks.
