An Azure service that provides access to OpenAI’s GPT-3 models with enterprise capabilities.
- There is no documented self-service way to force a quota tier upgrade sooner. Quota tiers increase automatically based primarily on consumption trends over time, and Microsoft also considers the customer’s relationship with Microsoft and payment history. Since a support ticket is already open, that is the correct escalation path for anything time-sensitive.
- There is a documented way to check the current quota tier, but no documented ETA or pending-status view. The current tier can be checked with the control plane API:

Quota can also be viewed in Azure AI Foundry portal under Management > Quota for the region, where the approved quota and allocated quota are shown.
- A Tier 1 upgrade does not guarantee GPT-6 quota. The GPT-6 documentation states that some quota tiers require quota requests for the GPT-6 family to deploy these models, and Tier 5 and Tier 6 subscriptions have quota by default. That means GPT-6 quota is not documented as automatically appearing for Tier 1.
Given the current symptoms:

gpt-6-astra,gpt-6-sol, andgpt-6-lunashowing0/0 TPMmeans no quota is currently assigned for those model/deployment combinations. - A declined quota request with “region not available to expand capacity” indicates capacity is not available for expansion in that region at this time.
For the production rollout, the supported next steps are:
- Check the current quota tier with the quota tier API.
- In Azure AI Foundry portal, go to Management > Quota and confirm whether GPT-6 Global Standard remains
0/0after the tier change. - If it remains
0/0, submit a new quota request after the tier change, because approved increases keep the current tier but add more quota. - Keep the existing support ticket active for the urgent production blocker, because there is no documented self-service method to accelerate the tier change or override regional capacity limits.
