You cannot use a Windows Server 2025 retail product key to directly activate Windows Server 2022. Downgrade rights do exist, but the activation path depends on your license channel. Retail (FPP) licenses do not include guaranteed downgrade keys, you must request them from Microsoft Support or your reseller. Volume Licensing and OEM customers have clearer downgrade paths.
How Downgrade Rights Work.
- Volume Licensing (VL) / Software Assurance (SA) Full downgrade rights are included. You can download Windows Server 2022 ISO and obtain keys via the Microsoft 365 Admin Center (formerly VLSC).
- OEM Licenses Downgrade rights apply, but you must request media and keys from the hardware vendor (Dell, HPE, Lenovo, etc.).
