Eligible for an Azure free account - What is the issue when my credit card has already been verified?

My credit card was authorized but I got 'Not eligible for an Azure free account'. I'm trying to create a support ticket to appeal, but the Azure Portal UI is fundamentally broken (blank Solutions page, no Next/Submit button).

I have added Credit Card and Azure charged 1,1 USD then refund it to my Credit Card

The Credit Card, ID, Information in Azure are mathed

I asked Azure Sport and was told to publish this post first, and that they would assist with creating a ticket later.
