At this time, Microsoft does not offer a dedicated "virtual controller" feature that allows administrators to remotely simulate end-user actions on a Teams Room, such as accepting incoming calls, joining scheduled meetings, or starting ad hoc meetings on behalf of the room.
The closest available functionality is Remote Access within the Microsoft Teams Rooms Pro Management Portal, which allows administrators to remotely access and interact with the room console for troubleshooting and management purposes. This feature is currently available for certified Teams Rooms on Windows devices, and Microsoft has indicated that support for Teams Rooms on Android is planned.

Microsoft also provides the Room Remote feature, which enables participants to control certain in-meeting room functions (such as camera, microphone, and layout settings) from their personal Teams client. However, this feature is intended for in-meeting controls and is not designed for remote testing or administration of the room.
However, I believe this feature is heavily elevating to your workflow, I highly recommend submitting a suggestion directly from Teams by navigating to: Microsoft Teams · Community. This is the most effective way to ensure your voice reaches the product team and can be considered for future improvements.
