Company Portal Apps Stuck at "Download Pending" When Windows Session Uses Local Account

On devices where the Windows session is logged in using a local account, users can:

  1. Open Company Portal.
  2. Successfully authenticate with their Entra ID.
  3. View available applications.

However, when attempting to install an application, the installation never begins. Company Portal displays:

"Download pending..." "Your device is syncing and will begin downloading your app shortly."

The status remains unchanged for an extended period and the application is not downloaded or installed.

I am getting below error in AppWorkload.log

[StatusService] Unable to authenticate user TEST-25H2-7-RG\Commericial.

[StatusService] Unable to instantiate a Status Service class because the sidecar agent is unable to get UserId.

*** "Commericial" is a local ID**

**There is some dependency i can't use Entra ID to login into device. There are 1K+ devices in our environment.
