The Azure credit benefit from a Visual Studio subscription has to be activated from the Visual Studio Subscriptions portal using the account associated with your subscription. Microsoft confirms that activating the benefit creates the Azure subscription.
If the activation page only shows “account is in review”, this is not something you can normally fix from the Azure Portal. First confirm that your Visual Studio subscription is active at my.visualstudio.com → Benefits and that you are signing in with the exact account assigned the subscription.
If it is active and the Azure benefit is still stuck in review, contact Visual Studio Subscription Support and provide a screenshot of the review message. Avoid creating another Azure subscription, as the Visual Studio benefit is tied to the existing subscriber entitlement
