Microsoft retains the subscription data for 30–90 days after cancellation/deletion, depending on the subscription state.
Azure provides a built-in recovery option for eligible storage accounts. The account must have been deleted within the last 14 days, and the same storage account name must not have been recreated. Recovery is a best-effort operation and isn't guaranteed.

You can find the deleted storage account in the Azure portal under your Storage accounts and use Restore if it is available.

If this is a Pay-As-You-Go subscription that was canceled, you can reactivate it from the Azure portal.

First, go to Azure Portal --> Subscriptions.

If you don't see the subscription, check the Subscription filters and make sure Canceled subscriptions are included.

Once you can see the canceled subscription, select it and look for the Reactivate option.

If the subscription still not visible or the Reactivate option isn't available, you can open a support request from Azure Portal --> Help + support --> Create a support request.

If the subscription has already reached the permanently deleted state, it cannot be restored.

I recommend opening an Azure Support request.

Go to Azure Portal --› Help + support --› Create a support request and select the appropriate subscription/billing issue. Ask Microsoft Support to check the current state of the subscription and whether it is still eligible for reactivation.

Microsoft retains canceled subscription data for 30–90 days before permanent deletion. Once the subscription has been permanently deleted, it cannot be restored Microsoft documentation.
