This is most likely not Windows Defender blocking you. The message indicates that your school or organization has a Microsoft Defender for Cloud Apps security policy that considers your current public IP address to be associated with TOR or an anonymous proxy. Microsoft can classify IP addresses as risky based on tags such as Anonymous proxy, TOR, or Botnet. Microsoft Learn
Even if you are not using a VPN or private browsing, your ISP's current public IP could be incorrectly classified.
I would suggest trying another network, such as a mobile hotspot. If that works, contact your school IT administrator and provide them with the screenshot and your public IP address. They can check the blocked activity and the Defender for Cloud Apps policy that triggered it. Microsoft Learn
I would not recommend disabling Windows Defender, as that should not resolve this specific issue.
