Hi Microsoft Community,

I'm experiencing an issue when attempting to deploy Claude Opus 5.5 through Microsoft Foundry.

Whenever I attempt to deploy the model, the deployment fails and I receive the following error message:

Error message:

"This purchase cannot be completed. Please contact Microsoft support via this link: https://go.microsoft.com/fwlink/?linkid=2101400&clcid=0x409"

Environment:

  • Service: Microsoft Foundry

Model: Claude Opus 5.5

Deployment method: Microsoft Foundry Portal

  • Azure Subscription Type: Pay-As-You-Go
  • Foundry Resource Region: East US

Deployment Status: Failed

Troubleshooting performed:

Verified that my Azure subscription is active.

  1. Confirmed billing/payment settings.
  2. Confirmed Azure Marketplace purchases are enabled.
  3. Tried deploying different models. But all failed.

Retried the deployment, but the same error persists.

Assistance Required:

I would appreciate some assistance in identifying the root cause of this issue.

In particular:

Is this error related to Azure Marketplace purchasing permissions, subscription eligibility, or an account-level restriction?

Are there any additional requirements or approval processes for deploying Anthropic models such as Claude Opus 5.5 through Microsoft Foundry?

Is there any action required from Microsoft to enable my Azure subscription to purchase and deploy Anthropic models?

    The documented cause that fits is subscription type or billing eligibility, not Claude itself, since every model fails. Claude in Foundry needs a paid subscription with a billing account in a country or region where Anthropic offers the models. Cloud Solution Provider subscriptions are not supported. Neither are subscriptions without an active pay-as-you-go billing method, such as free trial, student or credit-only accounts. Sponsored subscriptions that only use Azure credits are also not supported.

    Check these in order:

    1. Confirm the subscription offer type and that its billing account country is on Anthropic's supported regions list.
    2. Confirm it is not a CSP, sponsored or credit-only subscription.
    3. Confirm you have Contributor or Owner on the resource group, plus the Marketplace subscribe permissions.

    What is the offer type and billing country shown on the subscription's Overview page?
