If the original Microsoft account was deleted or its security info was replaced after the hack, the old OneDrive files stay with that original account. Creating a new Microsoft account does not merge or restore the old OneDrive.

For the current sign-in problem on Windows 11, the supported steps are:

    1. Select the OneDrive icon in the taskbar notification area.
    2. If it is gray or has a line through it, sign in again from the Set up OneDrive screen with the correct Microsoft personal account.
    3. If sign-in still fails, restart OneDrive from Start and search for OneDrive.
    4. Make sure the latest OneDrive version is installed.
    5. If the app still cannot connect, check whether a firewall, VPN, or the internet provider is blocking OneDrive. A quick test is to try a mobile hotspot instead of the current network.

Because reinstalling was already tried, the next supported cleanup step is clearing cached OneDrive credentials:

    • Press Windows key + R.
    • Enter %localappdata%\Microsoft\OneDrive\settings and select OK.
    • Delete PreSignInSettingsConfig.json.
    • Start OneDrive again and try signing in.

If the sign-in method is being rate-limited with "You've reached your limit with this sign-in method", use the Microsoft account sign-in helper for the Microsoft personal account instead of continuing repeated attempts in the app.

If the account that held the files was the hacked account, and its primary email/security info was changed, the accepted support guidance in the provided material states there is no working method to recover that account through normal recovery once the security info has been replaced. In that case, the new account will not contain the old OneDrive files.
