Skills for Prompt Agents in Foundry

I have a prompt agent in Microsoft Foundry and I am trying to add skills to the model. I have created a toolbox and added the skills to it together with some tools. During the agent run, I can see that the tools are invoked by the agent but the skills are never listed and used.

My question is: Are skills (preview) supported for prompt agents?

    Hi Anna,

What you're seeing matches the current docs. Toolbox skills are exposed as MCP Resources rather than tools, and the Skills doc says: "An MCP client without this support can still use the toolbox's tools but doesn't automatically load its skills." A prompt agent on the default runtime falls into that case.

According to the docs, skills work for prompt agents that use the Microsoft Copilot harness (preview). The harness can only be chosen when the agent is created, so you would need to create a new prompt agent with "Use the Microsoft Copilot harness" selected, then add the skill to it (Tools → Add → Add skills).

This is still preview and limited to some regions and models, so please check the limits section first. Was your current agent created with the default runtime? If it was already on the Copilot harness, I'd look next at whether the skill and the toolbox are in the same project.

I used Claude (Anthropic) to help draft this answer. I reviewed it against the linked documentation.

Likely cause: this is a current capability mismatch, not a toolbox wiring bug. In current docs, prompt agents are documented for responses/A2A scenarios, while toolbox “skills” behavior is still preview-limited and not clearly documented as generally discoverable by prompt agents in runtime.

    What is confirmed vs possible:

    1. Confirmed: your tools are discoverable/invoked, so toolbox connectivity is at least partially working.
    2. Possible: skills in toolbox are not yet supported for prompt-agent runtime discovery in your current API/runtime path (preview limitation), or require a specific agent/protocol path not currently enabled.

    Recommended checks:

    1. Confirm agent type and API path:
      • Prompt agent (not hosted agent)
      • API version and SDK version used by your run path
    2. Validate that your scenario does not rely on incoming A2A settings only. (A2A docs describe prompt-agent support for responses/A2A endpointing, which is separate from toolbox skill discovery.)
    3. Keep skills markdown minimal and strict (single clear skill, no ambiguous front matter), then test with a new clean toolbox to rule out metadata drift.
    4. Add one deterministic tool + one deterministic skill and compare run traces:
      • If tool appears but skill never appears, treat as runtime limitation for this path.
    5. Open a support case with run IDs and toolbox/agent IDs so product engineering can confirm tenant/runtime feature support.

    Practical workaround:

    1. Expose required behavior as callable tools for prompt agents today.
    2. If you need richer skill orchestration semantics immediately, validate whether your use case fits a hosted-agent path and current preview constraints before migration.
