New Tenant Creation Blocked - Error Code 715-123280

Hi Microsoft Support / Community,

We are trying to set up a new Microsoft 365 Work Account for our company to enroll in the Microsoft AI Cloud Partner Program and CSP Indirect Reseller program. However, the registration repeatedly gets blocked at the address/billing validation step with Error Code: 715-123280.

To rule out client-side and network issues, we have already performed extensive troubleshooting to no avail:

  • Switched between multiple networks and ISPs (Mobile Hotspot / Cellular, Broadband Wi-Fi)
  • Configured and tested different DNS servers (Google Public DNS 8.8.8.8, Cloudflare 1.1.1.1)
  • Attempted registration across multiple physical devices (Desktop PC, Laptop, Mobile)
  • Contacted phone support (AI assistant is not helping at all -_-)

Error Telemetry:

  • Error Code: 715-123280
  • EventId: [Moderator note: Personally Identifiable Information removed]
  • SID: [Moderator note: Personally Identifiable Information removed]
  • cV: [Moderator note: Personally Identifiable Information removed]

Could an engineer please review and manually clear this backend risk flag so we can complete our tenant setup?

    Based on the steps you've already completed, I agree that this does not appear to be a client-side issue. Since the error persists across multiple devices, networks, ISPs, and DNS providers, the failure is more likely occurring during Microsoft's backend tenant provisioning, security validation, or billing/address validation process. Similar reports involving Error 715-123280 have been associated with tenant creation and signup failures that require backend investigation rather than additional browser or network troubleshooting.

    Because tenant creation is being blocked, my first recommendation would be to open a support case from another Microsoft 365 tenant, if you or your organization have access to one. You can do this from: Microsoft 365 Admin Center>Support>Help & Support.

    When creating the case, explain that you are attempting to create a new Microsoft 365 tenant for Microsoft AI Cloud Partner Program and CSP Indirect Reseller onboarding, but the signup process consistently fails with Error 715-123280 during the address/billing validation stage. Include the Error Code, EventId, SID, and cV values in the request.

    I would also recommend continuing to pursue the official Microsoft support phone channel, as this is one of the supported escalation paths for onboarding, commerce, and provisioning-related issues: Customer service phone numbers - Microsoft Support 

    When you reach the automated system, it may help to describe the issue as:

    • The reason for the call must be the term AdminCenter
    • The role must be specified as Global Administrator.
    • In the description of the request, the term AdminCenter must be mentioned.
    • In the course of the telephone dialog, the question about another administrator can be answered with no, then it is forwarded to a support agent, and a service request can be created.

    I would also recommend calling during opening hours when possible. From my experience, it can be difficult to reach the right support queue at times, and automated systems don't always behave as expected. If you can't get through on the first try, consider trying again later or at a different time of day.

    Unfortunately, the community cannot review the provisioning telemetry or manually clear any backend validation blocks. This issue will require investigation by a Microsoft team with access to the tenant provisioning systems.

    I hope Microsoft Support can review the backend validation records and help complete the tenant creation process so that you can proceed with your Microsoft AI Cloud Partner Program and CSP enrollment.
