As we are facing issue where , admin has no clear view from which id bulk mailing or number of mail are shooting, so he can apply restiction to sending limit to the user

    For a per-user report covering the last 24 hours, the most suitable option is Message Trace in Exchange Online PowerShell. Microsoft provides the cmdlet syntax and examples in the following documentation: Get-MessageTraceV2.

    You can retrieve message trace data for the last 24 hours, group the results by sender, and export them to a CSV file. When calculating the number of messages, use unique MessageTraceId values to help avoid counting the same message multiple times when it was sent to multiple recipients.

    Please note that Get-MessageTraceV2 returns a maximum of 5,000 results per query. For tenants with higher mail volume, divide the 24-hour period into smaller time ranges to ensure the report is complete.

    Alternatively, the admin can go to Exchange admin center > Mail flow > Message trace > Start a trace, select the last 24 hours, leave the sender field blank to search the whole tenant, and export the results. You can also refer: Message trace in the Exchange admin center
