Sorry, that message is frustrating when you can see the balance sitting there. Since Skype was retired, the self-service options have shrunk a lot, and once the reactivation page itself says "not supported", there's nothing more you can change on your side. Your country and billing details won't affect it, so no need to keep editing those.
The only route left is a person at Skype support who can look at the balance:
- Go to support.microsoft.com/contactus and select Show expanded list of products.
- Choose Skype, then Home Support, and type "inactive Skype Credit" as your issue.
- Select Contact Support and ask them to either reactivate the credit or tell you what options you have for the remaining balance.
Have a screenshot of the balance and the error message ready, but please share it only with the agent and not here.
