transcription in Teams is not available for personal/Teams Free accounts. In those cases, seeing only the Record button and not Record and Transcribe is actually expected behavior. The full recording and transcription experience is only supported with Microsoft 365 work or school accounts.

In the meantime, as a workaround, you could still generate a transcript after the meeting. You can download the meeting recording, then go to Word for the web, use the Dictate feature, and choose Transcribe to upload the file and generate an editable transcript.
