One additional check: does a matching rule set use the Route configuration override action?
Microsoft documents that when this action overrides the route configuration, caching must also be configured in the action; otherwise, caching is disabled for that request. This is worth checking even when caching is enabled on the underlying route.
For the affected URL:
- Check the rule sets associated with its route.
- Look for matching rules containing Route configuration override, including rules that change the origin group.
- Inspect the caching setting within that action.
If an override leaves caching unconfigured, that gives you a configuration issue to investigate before attributing the behavior to the JavaScript challenge.
