Microsoft for Startups says GPU quota is outside its support scope — but Microsoft Learn says otherwise

I am a Microsoft for Startups customer trying to obtain additional A10 GPU quota/capacity for model training.

I opened a Microsoft for Startups support request (TrackingID#2609280050000940). The support engineer told me that Microsoft for Startups Support cannot override Azure GPU capacity limitations and that the GPU quota request needs to continue through the Azure Capacity support channel. I was also told that there is no escalation path through Microsoft for Startups that can override or guarantee additional GPU quota.

I understand that Microsoft for Startups may not be able to approve or override Azure capacity decisions. That is not the issue I am raising.

The issue is that the current Microsoft Learn documentation says something materially different. The page Microsoft for Startups Program Support, last updated June 2, 2026, explicitly lists:

Azure quota or quota increase requests

under the requests that Microsoft for Startups Program Support directly owns and resolves. It also lists GPU-related benefit requests (coordination) and says Startup Technical Enablement provides quota, GPU, and AI infrastructure alignment.

I raised this discrepancy with Microsoft for Startups Support and asked them to provide a concrete owner and escalation path to the appropriate Azure Capacity / Technical Enablement team.

I also asked them to clarify the responsibility for a separate Azure subscription incident that interrupted 9 VMs during model training. The support engineer acknowledged that issue but directed it to the Azure subscription team.

Since then, Microsoft for Startups Support has not responded to my follow-up asking for the responsible team/person and escalation reference. My latest follow-up was sent on October 3, 2026.

My questions are:

1. Is the current Microsoft Learn documentation correct that Microsoft for Startups Program Support directly owns Azure quota/quota increase requests and coordinates GPU-related benefit requests?

2. If it is correct, why is the Startup Support team telling customers that GPU quota must simply continue through Azure Capacity without providing the coordination or escalation described in the documentation?

3. What is the correct escalation path for a Microsoft for Startups customer when Startup Support does not provide an owner or escalation reference for a GPU quota request?

I am looking for clarification from a Microsoft employee, Azure engineer, or Microsoft for Startups expert because the documented support model and the response I received appear to be inconsistent.
