Based on the behavior you described, I do not believe this is primarily a Power BI Desktop or password issue. Since your credentials are accepted but AADSTS5000228: “Access to tenant is denied” occurs when accessing multiple Microsoft services, including Microsoft Entra, the issue appears to be at the tenant level.
As a first check, please try signing in using the original administrator account in a private/incognito browser session and make sure you are selecting the work or school account associated with the onmicrosoft.com tenant rather than your personal Microsoft account.
If AADSTS5000228 still occurs, I would like to narrow down the tenant status before recommending further troubleshooting. Could you please confirm:
- Approximately when was this tenant created, and were you ever able to successfully access the Microsoft Entra Admin Center after creating it?
- Was the tenant created directly through Microsoft Fabric/Power BI Free signup, or through another Microsoft service/trial?
- Do you have any other administrator account in this tenant that can successfully sign in?
- Does the error occur when signing in directly with the
@onmicrosoft.comadministrator account?
If you are the only administrator and cannot access either Microsoft Entra or the Microsoft 365 Admin Center, I recommend contacting Microsoft Support because this may require Microsoft to check the tenant status from the backend. You can also use Microsoft's official phone support guidance: Contact Microsoft Support by phone
When contacting Microsoft, I recommend clearly explaining:
“I am the only administrator of a newly created Microsoft Entra/Fabric tenant. My credentials are accepted, but I receive AADSTS5000228 – Access to tenant is denied. I also cannot access the Microsoft Entra Admin Center or Microsoft 365 Admin Center. Please check whether my tenant is active/provisioned correctly and whether tenant recovery or escalation is required.”
Have your tenant/onmicrosoft.com domain, Request ID, Correlation ID, timestamp, and error code available so the support engineer can investigate the affected tenant.
If standard support cannot resolve the tenant access problem, ask whether the case needs to be escalated to the appropriate tenant recovery/Data Protection team.

If it's not working, please follow this link to create a trial tenant after that you will be able to access to Microsoft 365 Admin Center to raise the ticket
Assuming that you have already created an account after registering a free trial and you can go to Microsoft 365 admin center and click "Help & support" icon to raise your ticket.
Please mention that you are raising ticket on behalf of the affected tenant that you do not have access to.
On the other hand, if you do create the trial and it resolves the issue, please remember to cancel the subscription afterward to avoid any related charges.
