How to actually get in contact with customer support?

My credentials were compromised, but I have now secured the account. I am experiencing ongoing mailbox compromise/persistence. Malicious rules were created that forwarded specific emails to an external Gmail address. The rules continued appearing after I changed the password, enabled 2FA/passkey and signed out all sessions. I have no active forwarding and no authorised third-party applications. I am still receiving QuickMailChecker/SkyMarket and Ninhomail messages which block actual emails incoming. I need the Outlook.com mailbox investigated for hidden/server-side rules or other persistence. When trying to access Outlook support I'm met with a loop that just takes me back to sign in with no further action.

    I’m sorry you’re still experiencing this after already taking the appropriate steps to secure the account. Since the malicious forwarding rules continued to reappear after you changed the password, enabled two-factor authentication and a passkey, signed out all sessions, and checked forwarding and connected applications, this requires further investigation by Outlook.com Support.

    Please contact Microsoft Support through the following steps:

    • Go to Contact Microsoft Support.
    • Select Show expanded list of products.
    • Select Outlook > Get Home support.
    • Enter Outlook live chat, then select Get Help > Contact Support.
    • Sign in with the affected account. If that is not possible, use another Microsoft account to view the available support options.
    • Ask our Support Assistant > Type "Talk to live chat agent" > Contact Support
    • Under Products & Services, select Other Products > Outlook, then choose Chat with a support agent in your web browser.
