Windows Update cannot be stopped permanently, but updates can be paused temporarily.
To stop KB5129195 from retrying for now:
- Open Start > Settings > Windows Update.
- Select Pause updates for 7 days.
- If needed, open Advanced options and set a later resume date in Pause updates.
Then try these steps to break the download/install loop:
- Make sure the PC is connected to the internet.
- In Start > Settings > Windows Update, select Check for updates and try again.
- If KB5129195 still fails through Windows Update, install it manually.
For x64 devices, download these MSU files and place them in the same folder, such as C:\Packages, with no other files in that folder:

Install them either:
- one by one in order by double-clicking each
.msu, or - from an elevated Command Prompt:
DISM /Online /Add-Package /PackagePath:c:\packages\windows11.0-kb5129195-x64_ed361878ec2b56a7dfdb8f256565263a7fdc8eaa.msu
Or from an elevated PowerShell window:
Add-WindowsPackage -Online -PackagePath "c:\packages\windows11.0-kb5129195-x64_ed361878ec2b56a7dfdb8f256565263a7fdc8eaa.msu"
If the required checkpoint cumulative update is already installed, Windows will indicate that it is already present.
