A free program from Microsoft that provides developers with the tools, resources, and sandbox environments needed to build solutions for Microsoft 365.
This is expected behavior for a Microsoft 365 Developer Program tenant.
For Microsoft 365 E5 developer subscriptions, the documented storage expectations are:
- 300 GB pooled tenant storage for developer-only tenants
- 0 GB additional SharePoint storage contributed by the Developer SKU in mixed-license tenants
- 10 GB OneDrive storage per user for users licensed with the Developer SKU
That means the 10 GB limit is license-based, not a normal 1 TB commercial OneDrive entitlement. If this user is licensed only with the Developer SKU, the OneDrive quota shown is aligned with that license.
Why the account is now read-only or warning repeatedly:
- OneDrive enforces per-user quotas based on license entitlements.
- If usage exceeds the licensed quota, the OneDrive site can become read-only.
- When over quota, users can't upload, edit, or sync new files. Existing files remain accessible but read-only.
- If the account stays over quota, OneDrive can eventually be frozen, and after a longer period files may be deleted.
For the specific numbers shown:
- 49.8 GB used against a 10 GB limit means the account is far above its licensed quota.
- This can happen if the quota was previously higher, or if quota enforcement was recalculated to match the current license.
What to check:
- Confirm the assigned license for that user in the Microsoft 365 admin center.
- If the user only has the Microsoft 365 E5 Developer license, 10 GB per user is the expected OneDrive limit.
- Check the user’s OneDrive quota in SharePoint/OneDrive admin settings.
- If a higher quota was configured previously, current enforcement can still reduce the effective limit back to the licensed entitlement.
- If quota changes do not behave as expected, a Microsoft 365 administrator can run the OneDrive storage quota diagnostic from the Microsoft 365 admin center by selecting Run Tests.
- This diagnostic is not available for GCC High, DoD, Microsoft 365 operated by 21Vianet, and Microsoft 365 Education.
- Reduce storage usage below 10 GB if the license cannot be changed.
- Delete or move unnecessary files.
- Empty the OneDrive recycle bin, because deleted files can continue to count until permanently removed.
- After usage drops below quota, allow time for SharePoint Online to reevaluate the site, then verify upload and edit access again.
Direct answers to the questions:
- Why 10 GB instead of 1 TB? Because Microsoft 365 Developer Program users on the Developer SKU have a documented 10 GB per-user OneDrive limit.
- Could this be licensing, SharePoint configuration, or quota settings? Primarily licensing entitlement. SharePoint/OneDrive quota settings can exist, but enforcement aligns the user’s maximum OneDrive storage with the license entitlement.
- What admin locations should be checked? The user’s assigned license in the Microsoft 365 admin center, and the OneDrive storage/quota settings plus diagnostics available through the Microsoft 365 admin center and SharePoint admin controls.
- Has this happened to others? Yes. Similar cases in Microsoft Q&A report the same behavior in Microsoft 365 Developer Program tenants, with OneDrive locked at 10 GB for Developer SKU users.
