Outlook web not allowing users to preview or download pdf attachments

We have tried edge and chrome. This effects multiple users. During the day it will work and then suddenly stop working. Then later in the same day it starts working again. According to online forums and other sources, they say this issue has been resolved by 4th September but still today this is effecting many users.

We have a business basic license so can only use Outlook web. Is there a fix for this that I've missed please?

    • Open Outlook on the web in an InPrivate or Incognito browser window.
      • Done this but no change.
    • Test an affected account using a different network, such as a mobile hotspot. This can help determine whether a proxy, firewall, or security inspection service is contributing to the issue.
      • Done this and it works fine on a different network
    • From the attachment menu, select Save to OneDrive, if the option is available, and then open the PDF from OneDrive. You can find more information in Open, save, and edit attachments received in Outlook.
      • There's no option to save to OneDrive
    • If permitted by your organization, test the attachment using the Outlook mobile app as a temporary alternative.
      • Outlook classic works fine but none of the users have the license for that so they can't use it for very long. I haven't tried the mobile app.

    We got someone to investigate the network and all was working fine so we've ruled that out. The customer is still having the same issue.

    The Outlook Web issue with users being unable to preview or download attachments sounds frustrating, especially if it affects multiple file types.     There was a previous Exchange Online service advisory, EX1275040, concerning users who were unable to open or download attachments in Outlook on the web. However, that advisory was reported in April 2026, so I cannot confirm that the current issue is related to the same incident.

    If you are a IT administrator, you can review the advisory and check for any current Exchange Online incidents through the https://admin.cloud.microsoft/?#/servicehealth/:/alerts/EX1275040. If you do not have administrator access, please contact your organization’s IT administrator and ask them to check the Service health section in the Microsoft 365 admin center.
