From my research, the native Export to Excel option does not currently document or provide a setting to export premium-plan subtasks as separate rows. Microsoft lists exported fields such as task ID, title, description, bucket, status, dates, assignments, priority, and labels, but does not list subtask hierarchy as a separate-row export option. Planner Premium supports summary tasks and subtasks, but that hierarchy does not translate into individually configurable rows through the standard Excel export.
If you need every subtask on its own row, the practical route is to pull the data from where premium plan data is stored in Dataverse and flatten the parent and child structure in Excel or Power BI. That does require someone with the right access to build the query, so it is worth checking whether your organization has that capability.
