Any type of overlay meant for full screen or in-game can make this behavior happen, notably this happened to me with NVIDIA, after the new app .
Make sure to disable the NVIDIA overlay, and other overlays meant for full screen or windowed full screen, E.G. Steam, Xbox, MSI Afterburner, discord etc.
These can all interfere with the taskbar and window visibility, making them overlay the taskbar, they should only be enabled with intended applications.
How to toggle NVIDIA overlay:
Alt + R,
if this does not work, try:
- Alt + Z
- Statistics
- Toggle "show Statistics in heads up display"
