Building and customizing solutions using Microsoft 365 Copilot APIs and tools
The screenshots show two different controls:
- The cost report shows budget/spend for the organization.
- GitHub Copilot is enforcing a monthly usage limit of 20,000 / 20,000 AI credits for the current cycle.
In Visual Studio and GitHub Copilot, those are not the same thing. A personal or organization usage limit can block Copilot even when a separate cost budget still has remaining balance.
What the screenshots indicate:
- The monthly Copilot usage allowance is exhausted. The banner states: “Usage paused until monthly limit resets. Contact your admin to request additional usage.”
- Remaining budget does not automatically restore access. Visual Studio documentation states that the local warning threshold does not enforce spending caps, and actual usage/access depends on the Copilot plan plus organization policies and budgets.
- For Business and Enterprise plans, usage can be blocked by org policy. When the shared included AI Credits are exhausted, usage continues only if the organization allows additional usage. If additional usage is not allowed, or a budget is exhausted, Copilot access is blocked until the next monthly cycle or until an administrator changes the policy or budget.
How to verify in Visual Studio:
- Open Visual Studio.
- Select the down arrow next to the Copilot badge in the top-right corner.
- Select Copilot Usage.
- Check:
- Monthly usage
- Remaining monthly balance
- Plan details
- Whether additional usage is enabled
What needs to be changed:
- If this is a Business or Enterprise managed plan, an organization administrator must review and change one of these:
- the monthly usage policy
- the allowed additional usage setting
- the applicable budget
- Otherwise, access remains blocked until the next monthly reset.
If only an alert threshold is needed, Visual Studio allows changing the local warning level here:
- Tools > Options > GitHub > Copilot > Copilot Chat > Quota warning threshold percentage
That setting only changes when the warning appears. It does not increase allowance or remove the block.
