Welcome Debby Gallo,
Thanks for reaching out to Microsoft Q&A Forum. I understand your Surface cannot complete the Windows recovery process and reports that the device ran into a problem and couldn’t be repaired.
Could you confirm the exact Surface model you have? Also, does the Surface still reach the Windows sign-in screen, or can it only start in the recovery environment?
Please make sure you already tried the Q&A Assist steps. In addition, please try the following:
1, If Windows can still reach the sign-in screen, try Reset this PC using Cloud download instead of Local reinstall.
- Hold Shift while selecting Power > Restart.
- Select Troubleshoot > Reset this PC.
- Choose Keep my files, then Cloud download.
- Keep the Surface connected to its charger and Internet connection during the process.
Microsoft recommends Cloud download when resetting a Surface because it downloads a fresh copy of Windows rather than relying on the local recovery files. Reset or recover your Surface
2, If Windows does not start, and you have already attempted the Surface recovery USB from the previous guidance, avoid repeating the same recovery process. Please let me know exactly where the USB recovery fails and any error message or code displayed.
3, If the Surface recovery USB cannot boot, verify that USB boot is enabled in Surface UEFI and that the USB drive is first in the boot order. Microsoft also recommends checking the Secure Boot configuration on newer Surface devices. Creating and using a USB recovery drive for Surface
4, If the Surface cannot reset Windows and a correctly created model-specific recovery drive also fails, hardware inspection may be appropriate. Microsoft provides Surface service options that include hardware inspection, troubleshooting, and system recovery.
