Fraud-protection hold 715-123420 blocks ARM deployments of existing AI Foundry account
Since this week, many ARM/Bicep deployments of our resource group fails because Microsoft.CognitiveServices rejects our existing AI Foundry account at preflight:
The following resource provider(s) - 'Microsoft.CognitiveServices/accounts/projects' reported preflight validation errors.
715-123420: "Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support."
- The account, project and model deployments already exist and are unchanged; we are re-deploying them as-is, nothing new is created.
- Deployments passed validation earlier the same day; every attempt since is rejected.
- It affects multiple users and more than one subscription in our tenant.
- The portal's automated diagnostics point to a platform-side risk hold (no resource health issues, no Azure Policy denies). Retrying does not help.
We have not been able to get this to the right team through a support ticket. This is turning into a Kafkaesk ritual, I have to pay extra for premium support to solve an issue that should not be there in the first place. We're paying thousands euro's a month for Azure, but this is a serious issue for us.
Could a moderator escalate this to the team that releases real-time fraud protection holds? We can share subscription IDs, resource names and tracking IDs privately.
