    Try these checks in order:

    1. Open the PDF in Microsoft Edge instead of Word.
      • Right-click the PDF.
      • Select Open with > Microsoft Edge.
      • If it opens there, the issue is with the current PDF app rather than the file itself.
    2. If the PDF is protected, verify Edge requirements.
      • In Edge, go to Settings and more (...) > Settings > About Microsoft Edge.
      • If Edge is version 83.0.478.37 or later, it can open protected PDF files directly in the browser.
      • Sign in to Edge with work or school credentials if the PDF is protected.
      • Then select Open > Open in browser.
    3. If the file says it was moved, deleted, or cannot be found, this can match a known Internet Explorer 11 issue when opening downloaded PDFs from the download notification bar.
      • Instead of opening it from the notification bar, go to the saved file location such as Downloads and open it from there.
    4. If the PDF is opening in Word, that can cause display or editing problems.
      • Word converts PDFs into Word documents for editing, and the layout may not match the original.
      • For normal viewing, open the PDF directly from File Explorer instead of opening it in Word.
    5. If the file is rights-protected and still will not open in Edge, use a supported protected-PDF reader.
      • Supported options listed include the Microsoft Purview Information Protection viewer and Foxit Reader.

If the message is specifically “Need permissions” or “Protected PDF”, the file may be shared but still restricted by protection settings, and only explicitly authorized users can open it.

Hi, first check whether the PDF is saved on your computer: press Windows + E >> Downloads >> find the PDF >> right-click it >> Open with >> Microsoft Edge. Edge can open PDF files directly.

If the file is missing, try downloading another copy from the original email or website, if available.

If it still won’t open, could you share a screenshot of the “Microsoft needs help” message, hiding any personal information? Also, does this happen with every PDF or only the file you recovered?
