Since at least 14 October 2026, every B2B invitation in our Microsoft Entra workforce tenant fails with:

403 Forbidden
Invitations are blocked for this directory due to suspicious activity. Please contact Microsoft support for help.

What we tried

  • Entra admin center → Users → Invite external user (the portal shows it as a permission error)
  • Microsoft Graph POST /v1.0/invitations, with invitedUserType both Guest and Member
  • Always signed in as a Global Administrator of the tenant

Tenant settings we checked

  • External collaboration settings: guest invitations allowed from everyone
  • Cross-tenant access settings: default allows B2B collaboration inbound and outbound, no organization-specific settings

Background

The tenant was created on 11 September 2026 and hosts the test environment of a business application we are developing for a customer. We invite the customer's engineers, all from one corporate domain, as B2B guests so they can test it. The tenant has 19 invited users in total, 11 of whom we invited within a few minutes on 7 October 2026. That may have looked like a burst of invitations from a new tenant, but it is legitimate use. We need to invite five more testers now and expect a few more in the following weeks.

Question

Could Microsoft review the tenant and lift the invitation block? We can send the tenant ID and our contact details by private message. We have no paid support plan, so we can't open a technical support request in the portal.

The exact Graph 403 requires a Microsoft-side review and unblock; no Entra role, collaboration setting, or Graph permission can clear this tenant-level restriction. ^1^

    Request the review

Because the portal and Graph fail identically despite the settings already checked, do not repeat the permission or cross-tenant configuration troubleshooting.

    1. In the Microsoft Entra admin center, open Diagnose and solve problems.
    2. Select Self-Service Support and describe the issue.
    3. After the follow-up questions, select Create a support request.
    4. If creating a technical request remains unavailable because there is no support plan:
      • If the organization uses Microsoft 365, try Microsoft 365 admin center → Support → Help & support.
      • If the organization is not an Azure customer, use Microsoft Support for business. These are documented alternatives for obtaining Entra support. ^2^
      • Otherwise, keep this Microsoft Q&A question open and ask a Microsoft moderator to arrange a private chat for backend escalation. A directly matching case—portal “insufficient privileges,” Graph 403, Global Administrator, and valid collaboration settings—was routed privately for backend resolution. ^1^

Do not publish the tenant ID, contact details, request IDs, or other tenant-specific information in the public question. Send them only after Microsoft personnel explicitly provide a private channel.

    Information to prepare

    Use a title such as:

Microsoft Entra B2B invitations blocked for directory due to suspicious activity

    Include:

    • Tenant ID and primary tenant domain
    • Exact 403 response and UTC timestamp
    • Graph request-id and client-request-id, if returned
    • Date the failures began
    • Confirmation that both the Entra portal and POST /v1.0/invitations fail
    • Confirmation that both Guest and Member were tested
    • Recent invitation volume and timing
    • Business justification: controlled application testing with customer engineers
    • Expected near-term volume: five testers now and a few more later
    • Confirmation that external collaboration and cross-tenant access settings allow B2B collaboration

Microsoft has resolved multiple reports with this exact message by having an internal team remove the block. ^3^

What the existing evidence does—and does not—show

The customer-domain policy is unlikely to be the issue: Microsoft documents different messages for domain restrictions and cross-tenant policy blocks. For example, a cross-tenant restriction reports that the invitation is blocked by cross-tenant access settings, rather than reporting suspicious activity. ^4^

The invitation burst is useful context for the review, but it does not establish the cause. A published case involving a tenant no more than 30 days old concerned over 500 invitations, whereas this tenant’s stated volume is far lower. ^5^ Microsoft must determine why this tenant was flagged.

After Microsoft confirms the unblock, retry one invitation through Graph or the portal. The expected result is successful guest creation rather than HTTP 403; then add the remaining testers gradually and retain the request IDs and timestamps if the block recurs.
