Hi,

▎

▎ We're blocked by error 715-123420 when creating our organisation's first Azure AI Foundry resource, and we'd appreciate help getting a Real-Time Fraud Protection review.

▎

▎ Error (from az deployment group what-if, preflight validation):

▎ InvalidTemplateDeployment - The following resource provider(s) - 'Microsoft.CognitiveServices/accounts (2025-06-01)' reported preflight validation errors.

▎ 715-123420 - Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support.

▎

▎ Context:

▎ - Legitimate internal business application for an Australian company, deployed interactively from Azure Cloud Shell by a subscription Owner using a Bicep template.

▎ - This would be the first Microsoft.CognitiveServices (AIServices) resource in our tenant.

▎ - Region: Australia East. Intended model deployment: gpt-4.1-mini (2025-04-14), Standard.

▎ - The subscription has an active billing history. All required resource providers are registered and the model and SKU show as available in the region.

▎ - The same error occurred on two subscriptions in our tenant. We stopped retrying after the second attempt.

▎

▎ Tracking IDs:

▎ - fc53d2ea-5de8-4c55-8b3f-dd4e39ceb3f8 (current subscription)

▎ - 4e2c8a65-98d0-4970-982a-daea91675635 (earlier attempt, second subscription)

▎

▎ We don't have a paid technical support plan, and Azure billing support advised this isn't a billing issue. Could someone please escalate this to the appropriate team to review and lift the block? We're happy to share the subscription and tenant IDs privately.

▎

▎ Thanks!
